It's complicated but I do not believe it's a matter of weak enforcement or education of renters to know their rights.
People who rent, especially in the villages and small towns, do not have options. A renter who alienate a landlord in a village or small town will find his/her reputation damaged with most landlords; their reputation will proceed them for sure. It comes down to jobs that can guarantee steady income that supports and sustain families.

We cannot expect landlords to obey the law while renters fail to pay their rent on time and on schedule. And It is because of the inability of renters to honor their end of rental contracts or agreements that has sustained an underground rental agreement where renters are obliged to pay up to a years rent in full prior to occupancy in a presumed 2-year rental lease.

Let's face it, a majority of renters that society think of as ignorant of their rights, are the same group who, by reason of tribal or political party preferences, will and do say unprintable insults against presidents and leaders of the party they abhor or despise. If they're willing to spend time and energy being spiteful for political reasons then they can make time to learn and report to agencies with oversight authority on matters of rental contracts and agreements.

I do not understand the over emphasis on cards. There is a signed agreement between landlords and tenants across the country(about 98%). The disagreement comes where there is no signed paper/s. Also,we are in a digital age, so why place so much emphasis on a rental card instead of educating people to make sure there is a signed agreement between them.
