In 1972/73 I worked at the Budget Division of the Fin. Ministry, during the Dr. Jones Ofori-Atta and J.H. Mensah control. Especially at the Budget Division when contactors came in to get approval for projects and funding and payment for various projects, contacts etc. Most of the times the budgets allocation had been depleted and so clerks were "directed" to delve into the consolidated fund accounts to prepare vouchers and minutes for the approval of application of funds and payments! Proper protocols never adhered to nor existed! I guess this practice has existed till date and people have always capitalized on these leaks and "holes"; this since 53 years!!!

There are some doings within our system which sometimes we fail to understand.When NPP was in power affected customers of Gold coast fund management whose funds were locked up during the financial sector clean up were paid part of their funds to help them out of the difficulties they were going through. The then opposition party which is now the ruling party was calling on the then government to pay the funds to their respective owners. Now that they are in office they don't want to mention that to the affected customers.What we hear is that the case is pending in court and they cannot do anything.This government seem not to listen to the plight of these affected customers who are really in need of money to solve their financial problems.
