Sentencing or purnishment for such criminals has always been lenient hence the prevalence of such stupidity. Dont give these offenders the opportunity to continue with their primitivity. Environmental and sanitation offenders deserve long sentences and fines otherwise, we should stop the non productive announcements of arrest of these guys.
