The government’s decision to introduce a so-called “Free Primary Healthcare” policy raises serious concerns about priorities and effective use of public funds.
At a time when many hospitals across the country still struggle with “no bed” situations—forcing patients to move from one facility to another in distress—it is difficult to understand why the focus has shifted away from completing the Agenda 111 hospital projects. These hospitals, once completed and fully equipped, would have significantly expanded access to care, reduced congestion in existing facilities, and addressed one of the most pressing challenges in our healthcare system.
Instead, what we are seeing is the introduction of a policy that appears, in practical terms, to mirror the existing National Health Insurance Scheme (NHIS). If primary healthcare services are already meant to be covered under NHIS, then rebranding or duplicating the same concept under a new policy raises questions about efficiency, transparency, and intent.
Public funds are limited, and every major policy decision should reflect a clear improvement over what already exists. Unfortunately, this “Free Primary Healthcare” initiative risks becoming a duplication of effort rather than a meaningful upgrade. Meanwhile, critical infrastructure projects that could deliver tangible, long-term impact remain incomplete.
Ghanaians deserve a healthcare strategy that is coherent, results-driven, and focused on solving real problems—not repackaging existing systems under new names. Completing Agenda 111 and strengthening existing structures would have been a more practical and impactful approach than introducing what many see as a redundant policy.
