The Government of Ghana and Qatar have taken a significant step to strengthen bilateral relations with the formalisation of a Labour Mobility Agreement aimed at expanding employment opportunities and safeguarding workers’ rights.
The two countries, on Friday, April 17, 2026, exchanged instruments of ratification in Accra, marking the official implementation of the pact designed to regulate and enhance labour migration between both nations.
The agreement was signed by Chief Director at the Ministry of Foreign Affairs, Khadija Iddrisu, and Qatar’s Ambassador to Ghana, Khalid Bin Jabor Saif Jasser Al-Mesallam.

Speaking at the ceremony, Ambassador Iddrisu described the agreement as a comprehensive framework that will improve labour mobility governance, streamline migration processes, and deepen cooperation in skills development and employment.
She emphasised that the initiative aligns with Ghana’s national agenda to expand access to decent jobs while ensuring the protection and welfare of Ghanaian workers abroad.
On his part, Ambassador Al-Mesallam noted that the agreement is mutually beneficial, offering structured employment opportunities for Ghanaians in key sectors in Qatar while reinforcing protections for workers.
He reaffirmed Qatar’s commitment to upholding the welfare and rights of all workers under the new framework.
The Labour Mobility Agreement is expected to open new pathways for Ghanaian workers seeking opportunities abroad while strengthening cooperation between Accra and Doha.
