Using our meager resources to sponsor these people for pHD degrees outside only for them to finish and find jobs in these other countries and for them to turn around and demand stipends even after completing their degrees. What benefits is Ghana getting out of these scams? Foreign education was started after we gained independence, to augment the local workforce and grow the economy. Why are we still doing this 69 years after independence? Ghana has all the academic resources to educate anyone to the highest levels. Why are we still spending millions of dollars to send people outside?

They must.not just refund but with interest and punished. Custodial sentence will never be excessive.

Which state institution was responsible for putting together their budget? Were the financial allocations approved before the students left the country for their studies abroad? This is a classical example of the kind of things we do (as Africans) which makes other races not to respect us as people. The sad thing is that no one. I repeat no one is going to be held accountable for this blunder. Meanwhile, the students are in a foreign country suffering. Mahama you have a lot of work to do in resetting the country called Ghana.
