    AS A GOVERNMENT INSTITUTION YOU HAVE TO BE PROACTIVE AND NOT REACTIVE. STAKEHOLDER ENGAGEMENT SHOULD HAVE TAKEN PLACE LONG LONG AGO WITH MODALITIES PUT IN PLACE AS TO RENT PAYMENT ETC.
