  That is true from professional and policy perspective,unfortunately most organisations have no transfer policy and those who have do not walk the talk. The authorities transfer staff base on party affiliation and on the whims and caprices of the authorities. If you go to the ministry of health there are some if the staff who have been there for more than 3 decades, they have not worked in any other ministry throughout thier life. But some too worked for only 2 years abd they are transfered.
