Col (Rtd) Kwadwo Damoah, Member of Parliament for Jaman South
The High Court in Accra has granted Col (Rtd) Kwadwo Damoah, Member of Parliament for Jaman South and the sixth accused person in the ongoing case involving former Finance Minister Kenneth Ofori-Atta and seven others, permission to travel to London from 11 to 15 May 2026.
According to the Office of the Special Prosecutor (OSP), the Republic opposed the application, arguing that the supporting letter attached to the request came from the Minority Caucus rather than Parliament as an institution.
In a statement dated May 7, 2026, the Republic further contended that the letter should ideally have been issued by the Speaker of Parliament to signify official institutional endorsement for the training programme in London.
“In opposing the application, the Republic argued that the supporting letter attached to the application originated from the Minority Caucus and not from Parliament as an institution,” the statement said.

The prosecution also argued that another Minority Caucus member who is not standing trial could have been selected to attend the programme instead of Col (Rtd) Damoah.
However, the Court acknowledged the concerns raised by the Republic but held that insufficient evidence had been presented to prove that the accused person would abscond if allowed to travel.
“The Court acknowledged the Republic’s concerns regarding the source of the supporting letter but held that insufficient evidence had been presented to show that Col Rtd Kwadwo Damoah (A6) would abscond if permitted to travel,” the statement indicated.
The Court subsequently granted the application and directed Col (Rtd) Kwadwo Damoah to depart Ghana on 9 May 2026 and return on or before 17 May 2026.
