In the free market space, this is what happens. Oil, gold cocoa, titanium etc you name it. Demand and supply pushes prices up or down.
Everyone wants to live and work in Accra and even those whose service have ended and on retirement. They will not go to their hometown. The pressure on ever facility in Accra is so intense. Trying to force some kind of control will make it go underground because people are desperate.
What's to be done? It's a free market ooo.
