Such mattresses are very very common in Europe, Asia and N America. Normally it is used for camping or as provisional mattress until a permanent, very durable one is purchased.

When I moved to an European city in the 90s, because the apartment I got was not furnished, I ran to a hardware shop and bought such a mattress and even used my bicycle pump to pump it.

Of course, customers have right to return articles. But to claim that the shop sold 'inferior' article, I do not agree: the customer saw it and knew it as plastic so you cannot blame the shop.
