  The reason why children under 12 are not issued with identity document is that their physical feature are not full developed at that age and change rapidly.
  
  Even in advanced countries where national identification is mandatory, school children are not required produce ID cards on buses and trains.
  In emergency travel issues, temp. travel certificates are issued.
  
  Yes, children are registered as early as 8 days old, but the issuance of ID cards/ travel documents is done later, when they are about 12 years old.
