Texas has low Murder Rate because the Death Penalty is regularly carried out. The Bush Governments never gave a pardon to anybody found guilty of Murder. The Senior Bush was approached by The Pope, Queen Elizabeth to pardon a woman said to have committed murder but became converted in Prison but he did not, with the explanation that if the lady has become converted in Prison, she should then die and go to Heaven. He had her executed. Some States in the USA still have the Death Penalty and carry them out. You don’t commit a stupid murder, except in Self Defense and expect to be Pardoned.
