Alternatively, he could have instructed the First Deputy Speaker not to proceed with the bill until his return. Leadership requires clear communication and consistency, not actions that create the impression that colleagues are incompetent or acting without guidance. If I were the Majority Leader or the First Deputy Speaker, I would distance myself from the bill and allow the Speaker to take full responsibility for its handling.
