    Yes. The CHAIR on which the Speaker sits is NOT A PRIVATE OFFICE CHAIR. So the Deputy speaker who sat on the chair for the period of time he sat assumed the FULL POWERS as the RIGHTFUL OCCUPANT OF CHAIR of Parliament.
