  Sir: you're rather confused. That's the normal route of financial disbursement to ministries and other governmental organizations. The finance ministry only certifies the appropriateness of the budget to make sure that no excess funds go to unnecessary expenditure. After they satisfy themselves with the budget, then they give approval to Controller and Accountant General to release funds. It's not the Finance Ministry's duty to see whether there's money or not. They only approve.
