My take on the whole thing is Avenor is right in the middle of Accra so is the Vice president really saying that those responsible for enforcement never saw anything. She should simply ask AMA why they didn't see the building. How about the remaining buildings still on waterways. Has she not seen them or she waits for next one to collapse so that she can make another speech

You're wrong. Rules do make sense. For without rules and regulations, there would be no order in society. Those rules regarding building procedures are in place to ensure the safety of tenants and the public. Cutting corners in order to circumvent rules will often lead to disaster. Not heeding rules and regulations by building in flood prone areas will eventually lead to disaster. Yes, Madam Vice-President, rules do make sense, for they have a purpose.
