The only setup for reporting suspected crime, criminal activity or acts that may be harmful to a person or community is annonymous reporting. Anonymous reporting is not and can never be characterized as affidavit. There is no excuse, or wiggle room that could allow for an affidavit to be sworn against a person or group of persons in secrecy or in anonymity without accurate information on the person or persons filing the claim.

If EOCO initiated an investigation on a filing that did not bear accurate and verifiable information on the person who submitted the filing then EOCO must be subjected to scrutiny and possible monetary damages to compensate the reputational damage to the victim, Joseph Yamin.
