If it's properly implemented about 90% of private and commercial cars will be scraped. It would'nt work because ghanaians accept venal as part of our culture.

Yes, automatic fines . Check how many broken down vehicles you find on roads in serious countries. What is the worth of ROADWORTHY CERTIFICATES if breakdowns are ignored?
