Lean government also means, not spending 97 million dollars on cathedral hole, not using land cruiser to carry president seat, not involving in unprecedented corruption, billions on nabco without creating jobs for them, etc. It is the lean government that is making mahama to start big push, launch many programs without external borrowing, pay common fund, nhis, etc
