  Hmm! Even in Europe etc. there are prank calls. The fact is those who engage in are punished. The only secret is in the country here, those containing high seats is institutions some out of complacency refuse to do more. Instead they sit idle.
  Suggestion:
  Phone numbers are used to call. Take the numbers to the providers to block it for a period of time until a fine against them are settled. In Europe it is seen on their pay slips as a tax deducted to learn a lesson from that. Here in Ghana we only complain without using mean to bring it down. All we do is boasting. DO YOU KNOW ME? Arrogance.
