Another foolish politician. If a hospital is not in operation where there are functional nurses and doctors, then we can call that uncompleted. If the then NPP had focused on just one or two hospitals and fully completed and equipped with operational functions, then we can categorically say that, this and so hospital is "completed". Kwame Prempeh should can and teach Ghanaians how to understand English.
