How can you recruit someone who was a teacher and promote the person to deputy director grade when in GES that person was not near that rank. The person even doesn't have a master's degree and knows nothing about environment. The Public Health Commission requirement is clear, if you don't have master's you can't be at Principal grade
, least talk of Deputy Director or even director. But you recruit people who have zero experience or knowlwdge on environmental ssues and place them on higher grade over their colleagues who have been working with EPA for 15 years and even having master's degree-sme with even 2 relevant master's.

Is high time we develop systems to prorect the public sector. It looks like any time a political party wins power and assume office, they just begin to do random recruitment into govt MDAs purely on the basis of political lens and not merit. How do you recruit teachers (who are already employed) into a technical agency like EPA. Most of these teachers don't even have the minimum qualification to function in EPA but were recruited purely on political basis. The worst part is puting some of them on higher grade (director/deputy director) and making them regional or area or zonal directors over old staff who have been working with the Authority for 15 years and hold higher qualifications than mostof them.
The question is, are these grades/positions now political position?- in other words are they based on one's political affiliation? Why should a technical institution like EPA be reduced to a political agency where people with any kind of academic background, (including dondology) are recruited. Can a pwrson with such background conduct EIA? This is what is happening, and no wonder the public service is being de6stroyed.
