New developments have emerged in the ongoing trial of former National Signals Bureau (NSB) Director-General, Kwabena Adu-Boahene, suggesting that earlier claims by the Attorney-General and Minister for Justice, Dr Dominic Ayine, regarding the non-delivery of a cyber defence system may be inaccurate.

In court, Dr Ayine stated, "Further investigations have revealed that no cybersecurity system of the description in the January 30, 2020 contract was ever received by the Bureau of National Communications, its successor agency, the National Signals Bureau, or the Government of Ghana.

"An inventory confirmation from the National Security Secretariat shows that the equipment was never received into stores, as is the practice in the public service."

However, International Security Consulting Holding Ltd. (ISC Holding Ltd.), the Israeli company contracted to supply the system, has disputed those claims in a letter dated May 28, 2025, addressed to Samuel Atta Akyea, lead counsel for Mr Adu-Boahene.

According to the company, all cyber defence systems procured by the NSB under the confidential agreement signed on January 30, 2020, were fully delivered to Ghana's National Security as contracted.

The letter states in part, "We hereby declare, and for the avoidance of any doubt, that all cyber defence systems procured by the NSB and supplied under a confidential agreement signed on January 30, 2020, with an associated continuing service covenant, were fully delivered to Ghana's National Security."

ISC Holding Ltd., which specialises in high-level security consultancy and has provided services to governments and intelligence agencies in various countries, also indicated its readiness to provide further clarification or engage formally with Ghanaian authorities to verify the delivery and operational status of the system.

The company highlighted its credentials, stating, "Our consultants are seasoned professionals with extensive experience acquired through years of service in the Israeli Security Agency and through international assignments supporting governmental, defence institutions, and intelligence agencies."

The letter further noted that its confirmation specifically relates to the period during which Adu-Boahene served as Director-General of the National Signals Bureau.

"First, we take this opportunity to emphasize that our response refers to Mr Kwabena Adu-Boahene during his duty as Director-General of the National Signals Bureau," the letter stated.

ISC Holding Ltd. also reaffirmed its reputation for delivering confidential, cutting-edge security solutions and pledged cooperation with any formal engagement deemed necessary by counsel or the relevant authorities.

Meanwhile, the presiding judge, Justice Francis Apangabuno Achibongo, adjourned proceedings on Monday, June 22, 2026, to June 29, 2026, at 10:30 a.m., and July 1 and July 2, 2026, at 9:30 a.m., for the continuation of the trial.
