Cecilia Dapaah is the former sanitation minister
Policy analyst Steve Manteaw has called on Ghanaians to demand accountability over funds allocated for flood management, suggesting that former Sanitation Minister Cecilia Dapaah should be questioned about their use.
His comments come in the wake of widespread flooding in Accra following a heavy downpour on Monday, June 29, 2026, which left several parts of the capital submerged and disrupted daily activities.
According to him, Cecilia Dapaah, who previously oversaw the sanitation sector, should be held accountable for resources meant to address flooding and drainage challenges.
In a post shared on social media, he wrote: “Wondering where your flood management money went? Ask Cecilia Dapaah. She was in charge.”
Manteaw argued that recurring flooding in Accra reflects failures in investment, implementation, and maintenance of drainage infrastructure despite significant public spending over the years.
He urged authorities to provide clear explanations on how flood mitigation funds have been utilised and to ensure better oversight going forward to prevent a repeat of such disasters.
The comments have since sparked public debate on flood control financing and accountability in Ghana’s urban infrastructure management.
