Wetlands are far away from the areas which flood most ,so restoration of wetlands will not help much. Many parts of the city really need redevelopment, a huge task the government cannot do. Private housing companies should therefore be invited tackle the problem with support from the government. Many people will be displced,but it is now or never.For example Nima which sits right in the center of the city can be redeveloped with highrise buildings to accommodate more people.
