Think about paving every single streets of the cities, laws to force commercial ventures to provide restrooms for customers inside their stores or gas stations, Dustbins at designated areas in both commercial centers and public offices and a governmental policy to grow green grass between pavements near stores and the main roads. It’s the owner of the house who dictates the behavior of the guest. Every guest automatically adjust to the conditions provided in a host home. Look at gilt everywhere, roads that are constructed don’t have well designed gutters to direct rain water, open gutters everywhere making it easier for people to dump their mess because there are no dustbins around. Artisanal change in a whole society is achieved by conscious effort by leadership to envision a policy that has no political color but national value
