Amazingly, significant amount of that money can be traced to purchasing of properties for youself and you are talking about "black cover" and some unrelated terminologies. 49 million Ghana Cedis was approved and released for payment of Cyber security equipments. You paid only 9 million and the remainder is missing....That is the bone of contention... You can't request for 10 Ghana Cedis to buy plain sheets and buy only 3 Ghana Cedis of plain sheets and say you used 7 Ghana Cedis to buy soobolo for the office staff and thus you are justified, save that is true. Every tax payers' money should be used for its intended purpose.
