In abroad, landlords are responsible for whatever is around their homes; grass, snow clearing etc. If you rent your home, you still bear that responsibility.

If government passes a simple law to enforce this, we will have a clean city. The government's responsibility will be towards public areas like streets, markets and public institutions.
