In Australia with good drainage systems you can not cover more than 40 per of the plot surface. The rest is cover with grass. The development code in some local councils require detention storage tanks for rainwater.

I have lived in Chicago, Columbus, New York, New Jersey and have visited many places in the USA, their compounds are not tiled like Ghana even the fence walls are rare. However, in Ghana because of opulence and lack of knowledge that has become the other of the day

To all those insulting the writer, think again. When you buy a quarter acre land, build a house on it and concrete, pave or even tile up the rest of the land, where do you expect the rain water to go? Since the water can't seep into the ground, it runs off into the street where there's either no gutter or where the few existing gutters have been filled with more important stuff by the Ghanaian.
And why do we think that tiling, concreting or paving compounds is a mark of sophistication? The government should require us all to replace such finishes with stone chippings, even if it means subsidising the cost. This simple measure will significantly reduce the amount of water running into our streets. It is the lowest hanging fruit in this fight against Accra floods.

Next, we have to remove all artificial waterways. Yes, rivers do not flow in the direction which we think they should flow. The rivers were here before us. And they will be here long after we are all dead and gone. Have you ever seen a straight river? Remove the concrete gutters which we have forced the streams into. Then the rivers will tell us stupid humans where nature has assigned these rivers to flow. Our job is then to remove all houses and other impediments in their path. We then create a buffer, at least 50meters from the river bank.

It will be an expensive undertaking. But we are going to be forced to do this. The later we do it, the more expensive it will get. Anything short of giving back the streams their natural flow path is a useless bandage exercise in futility!
