  It is noted, that MMDA is woefully under
  funded...But of the previous Governments reckless borrowings and mismanagement of financing,you have to clear outstanding debts,that are attracting high interest rates.You can't spend money you haven't got,and to clear this $700 million was good fiscal policy.....Now the Government,should do,is flog off a few gold bars to generate cash to spend on flood relief.
