  In the first place the floods have taken away the cooking utensils of its victims.
  Perhaps the cornmill at which they are to mill the corn is gone. Meaning that NADMO has to go into the community to ask if they still have a cornmill before distributing food.
  So in the absence of that NADMO would have to send cooked food to the flood victims.
  I don't know if NADMO has cooking utensils to cook banku, soup, stew and others.
  Or will have to give the order to caterers to do the job for NADMO.
