Renowned broadcaster, Kwame Sefa Kayi, has questioned the status of the NDC's Operation Recover All Loot (ORAL) initiative, asking whether it is still operational amid fresh allegations of the diversion of funds under the World Bank-funded Greater Accra Resilient and Integrated Development (GARID) Project.
Speaking on Peace FM's Kokrokoo programme on July 7, 2026, Sefa Kayi, while discussing about floods, referred to claims that part of the project funds meant for flood resilience were redirected to finance COVID-19-related expenditure during the erstwhile Akufo-Addo led-administration.

He questioned why no one had been prosecuted if the alleged diversion had been established.
"The only question I will ask is, have you now realised that some monies were diverted after the release of the World Bank report? Why aren't we prosecuting anybody for it?" he asked.
Responding to the question, NDC communicator Abdulai Sakra Alhassan said the party had consistently raised concerns about the alleged diversion of public funds while in opposition.
He added that ORAL was still functioning and that related cases were being handled in court.
"It's something that we talked about even in opposition. We made mention of the Cecilia Dapaah case. ORAL is doing their work and they have daily activities ongoing in court," Abdulai said.
Sefa Kayi, however, challenged that assertion, arguing that key members of the ORAL team had all moved into other roles.
"ORAL? Is ORAL still working because the ORAL that I know of has its committee members going about their own business," he indicated.
He pointed out that Raymond Archer is now focused on his duties at EOCO, Samuel Okudzeto Ablakwa is serving as Foreign Affairs Minister, Kofi Boakye is in charge of security at the Presidency, Martin Kpebu is concentrating on his private legal practice and media appearances, while Daniel Domelevo is now the Board Chairman of EOCO.
"So what ORAL work are they doing?" he asked.
In response, Abdulai explained that the committee had completed its assignment by investigating alleged misconduct involving former public officials and submitting its findings to the Attorney General.
He added that the Attorney General is now the one handling the ORAL initiative.
"All the people you have mentioned conducted investigations into cases of misconduct from past public officials, which they compiled. They handed it over to the Attorney General, so right now, if you say ORAL, it is the Attorney General that is handling it," he responded.
The discussion on ORAL follows claims made by Technical Advisor at the Ministry of Finance, Frederick Amissah, that nearly half of the $137 million disbursed under the $350 million World Bank-funded GARID Project was redirected to finance COVID-19-related expenditure instead of flood resilience projects.

According to Amissah, about $65 million was transferred for COVID-19 spending, but only $60.8 million has been accounted for, leaving about $4.2 million yet to be retired.
