The government will finalise its position paper on the Constitutional Review after Cabinet concludes deliberations on it, paving way for the next phase of implementing the proposed amendments to the 1992 Constitution.

Speaking at the Jubilee House on Tuesday July 7, 2026, President John Dramani Mahama said Cabinet is expected to complete work on the position paper on Friday July 10, 2026, after which it will be forwarded to the Attorney General and government legal advisers for consolidation.

"We have gone quite far. Cabinet is meeting on Friday to complete the government position paper. After that, I think the legal counsel and the Attorney General will take about a week or two to put it all together," he said.

The President explained that once the document is finalised, it will be submitted, together with the Constitutional Review Committee's report, to the Constitutional Review Implementation Committee to begin the implementation process.

"After that is done, together with the Constitutional Review Committee report and the government position paper, we will hand it over to the Constitutional Review Implementation Committee to kick-start the process of the Constitutional Review," he stated.

Mahama reaffirmed his confidence in the 1992 Constitution, describing it as one of Ghana's best constitutions and the foundation of the country's longest-running democratic dispensation.

"The 1992 Constitution has served us very well. It has been one of our best constitutions and that is what has been the underpinning of the Fourth Republic. The Fourth Republic has lasted longer than any other republic in our history," he said.

He stressed that the review exercise is intended to strengthen, rather than replace, the Constitution.

"We believe that any tweaking of the Constitution will only go to strengthening it even more and making it a living document to take us for the next 30 years," the President said, while expressing appreciation to stakeholders for their continued support throughout the review process.
