It is a 2nd degree felony with a 10 year prison sentence, as is stealing a car battery. People like me believe the thief should lose their dominant hand. Just strip the thief naked, tie them to a tree, beat them, and cut off the offending hand. Fraudsters should lose their heads. Their brain is the offender. Since the fraudster chooses to use their minds to steal, "off with their head" is the appropriate punishment, in my opinion.

Fighting in public is a minor offense, as is littering.
