Minister of Roads and Highways, Kwame Governs Agbodza, has criticised Regional Ministers and District Chief Executives (DCEs) for failing to report road contractors who are not delivering on their projects.

The minister questioned why local government officials often wait for officials from his Ministry to identify inactive contractors instead of reporting them when work stalls.

In a video shared by JoyNews on July 8, 2026, the minister who was speaking during an inspection of a road project stressed that Regional Ministers and DCEs have a responsibility to monitor projects in their areas to ensure contractors are delivering value for public funds.

He warned that officials who are unwilling to report non-performing contractors are not fit for the job.

"So, Regional Director, what I don't understand is, I don't get you guys coming to me and telling me that this contractor is not working. Why is it that we are the ones who come to the site to see that the contractor is not working?

“Chief Executive, why? Why is it that you don't report the contractors that this guy is not working? Why do we have to come to the site always to notice that they are not working? Or you don't want to offend the contractors? Maybe you don't want to offend them. If you don't want to offend them, then this is not your job,” he questioned.

Agbodza maintained that contractors are being paid with taxpayers' money and must be held accountable to complete projects within the agreed timelines.

" You must be ready to offend people who are not doing what you ask them to and like I said, no contractor is bigger than you. No contractor is stronger than you. You are the one in charge. So, please, we don't hate the contractors, but we are giving them public money. Let them work according to this [timeline],” he noted.

Addressing the progress of the road construction, Agbodza added that while progress had been made on the road under inspection, the pace of work fell short of expectations and called on local authorities to be proactive in ensuring contractors fulfil their obligations.

“No one will say this road is not improved from the last time we were here but we were expecting that we'll see more work,” he concluded.
