  The Minister has misunderstood the functions of Highways Engineers with nominated Engineers for the Client (Highways).
  
  Let me break it down: supervision of works is a day-to-day activity which covers managing the contractor to perform the construction work. The work entails, but is not limited to, checking and approving method statements for the works, approving the contractor's team, setting out, materials both from source and at site, checking each stage of the work before approving, checking and advising on variations, and coordinating and serving as the bridge between client, contractor and stakeholders.
  
  Does the Highways have the capacity to do this daily? Even if they do, how can the client measure the quality of work they themselves supervised? What time will they get to serve their actual mandate at the ministry?
  
  The govt's Big Push will fail if right structures are not put in place. Money will go down the drain.
  
  To the minister's question, progress reports come from the consultant supervisor that you are refusing to have and not the Highways Engineer. Generating a good report like that does not take occasional visits but day-to-day monitoring at the site.

  @SP, you're right on points. Day to day supervision by the consultants should be the order of the day. Back in the days in the early 90's, as a supervisor of a construction company, I worked with some Private Consultants, the Ministry's supervisory agents from the Department of Urban Roads, and AESL, just to mention a few. And you dare not compromise on the specifications of the contract and the quality of work. They ware passionate about their job. And if you the contractor fail to do the right thing, they will give you the contractor a written order to fix them before the next site meeting. A lot is going on lately with the supervision of government projects. I will suggest that committed representatives from the local communities are involved in the site inspections and the monthly site meetings of the contract duration to know what's going on with the project.
