1. Supply each household with garbage and recycle bins
2. Contract Zoomlion or a reliable waste collection firm to collect and dispose and recycle
3. Hire inspectors to arrest anyone throwing garbage around or in gutters
3. Demolish all structures on water ways.
4 . Cover all gutters and get a loan for a project to install underground drainage
5. Bring back the the Public Works Department (PWD)and State Construction Company (SCC) to undertake public/state projects instead of lazy corrupt private contractors.
