This MCE is nuts. What does he know about road construction. Is he a civil engineer? Is he a mechanical engineer? Is he a project engineer? There are qualified well trained inspectors to evaluate progress of the job.
Humility is a stronger force than screaming and patronizing.

The guy contradicting the MCE isn't a junior contractor but excavator operator. What the MCE was trying to explain to the Chinese man is that there's a laiddown specification/markings as to how the job.is to be done but the contractor has gone his own way refusing to do what's on the drawing plan.

We can all attest to this attitude of work ethics in Ghana which eventually leads to shoddy and less quality work for which sufficient money has been collected by the contractor.
