From the rules the follow up question should have basis from the original question and not the answer of the minister. It should be something left out from the original question not a new issue raised in the answer to the original question. Afenyo was asking about cost which was not part of the original question but was mentioned in the answer of the minister to the original question.

In cross examinations in court questions can be asked on new issues which was not part of the original question but was included in the answer. This was what Afenyo was doing but is not allowed under parliamentary rules. The questions in parliament have already been sent to the minister and he came to parliament with prepared answers. One cannot ask questions which the minister has not prepared the answer. The speaker was right.
