The Minister of Finance, Dr Cassiel Ato Forson, has attributed Ghana’s recent economic recovery to deliberate policy decisions and effective economic management by government, rather than sheer luck as some have suggested.
He dismissed suggestions that Ghana’s recent gains were simply the result of favourable circumstances, debt restructuring, or the International Monetary Fund (IMF) programme.
Presenting the 2026 Mid-Year Fiscal Policy Review in Parliament on Thursday, July 23, 2026, Dr Forson said the government had taken difficult but necessary decisions to restore macroeconomic stability and rebuild confidence in the economy.
“We therefore took difficult but necessary decisions which were neither politically convenient nor painless. These decisions demanded our collective sacrifice, Mr. Speaker, but they were necessary to restore stability and rebuild confidence,” he stated.
“Some have suggested that our recent macroeconomic gains are simply the product of good fortune. Others have attributed the recovery solely to the debt restructuring programme or the IMF programme inherited in 2025. But Mr. Speaker, I firmly disagree. Ghana’s recovery is the result of superior economic management,” he added.
Dr Forson stressed that while IMF policies may provide a framework, they cannot substitute for sound policy, disciplined implementation, and political will.
“Sustainable economic recovery is built on good policy choices, competent economic management, disciplined execution, and most importantly, courageous leadership,” he added.
He maintained that government’s approach has been central to restoring stability and improving confidence in the Ghanaian economy.
The presentation of the mid-year budget, required under Ghana’s Public Financial Management Act, provides updates on the economy, government revenue and expenditure, debt servicing, and the fiscal outlook for the remainder of 2026.
