Example, the ambulance (not fit for purpose) deal Ato-Forson did in previous NDC government was through a third party. Government could have gone to the automobile industry directly to buy the ambulances. Any contract awarded to a person who doesn't produce the goods or services directly is a third party! So basically government contractors are, most of the time, third parties.
