Why do we always compare to the US or some advanced countries? Can't it be designed to suit our unique situation? The best practice is good but not always the best.
Do you permanently want to remain in your stone age state rather than makes life better for everybody. Number plates are tied to the owner, not to vehicles even in Canada.

If i have 5 cars registered in one name with different number plates and want to sell all, removing all 5 plates what am i using it for?

Under the new system, you will have to de-register the vehicles when you sell them. After de-registration, the numbers will the be available for others to use. That's how we do it here.
See it as SIM card in a phone: Take out the SIM if you're the phone selling to a new person. You keep your SIM.
