  Is there any law or the world that forbids investors from shifting their focus interest from one business to another when the venture becomes unprofitable and ineffective.

  I can't believe rational humans will enact such laws. The poor farmer who struggles day in and day out to keep his cocoa farm can't even afford to buy chocolate or cocoa drink. Even their children struggle to get access to cocobod scholarships and what are we saying?
  If the government sees cocoa to be a national asset, why can't they incentivize the farmers to be able produce better cocoa beans? Even the small money they get have been reduced despite the government's campaign promise to increase their money. These laws when assented, will discourage people from going into cocoa farming. What assessment, analysis and due diligence did they do and the repercussions on farmers before making conclusion on those useless laws?
  If the government wants people to engage in cocoa farming, they better get off their asses and do the needful instead of enacting useless laws to punish the poor cocoa farmers.
