  That is the law. Local government has the exclusive jurisdiction over spatial planing and development. It is not the land owner as TDC claims that issues permits and permit is not about fees. TDC charges even development permit fees which is wrongful and just extorting from its leasees who are also land owners.

  The TDC must stay within their statutory limits. They cannot usurp the regulatory authority of the Assembly. Our laws mandate the Assemblies to issue permits and zoning of their respective jurisdictions. TDC must know their limits and respect the laws of the land.
