  Not much else has been done on the cargo congestion. The problem is getting worse. Why?
  
  The main reason is because only GPHA and MPS are doing all the work instead ensuring the other private companies do some of the work. Infact allocating some of the work to the private stevedores speeds up the work and eases congestion. Why is GPHA allocating all the cargo discharge to only GPHA?
  
  Is there some kululu going on with the staff of GPHA to continue this trend? Or are they sharing government revenue via the discounts they offer some of the agencies hence the need for GPHA to do all the work?
