  Use the money to build a railway line from southern Ghana to Northern Ghana.That will be the best way to spend the money,rail line linking the North to the south will radically reduce poverty in Northern Ghana, it will make Northern Ghana very attractive for mechanized agriculture,agro processing,manufacturing and mass job creation because the land is widely there,human resource as well and it will make it cheaper to transport bulk produce to the markets in the south and to the sea ports for international markets.
