Logistical constraints hampering public education efforts - NCCE Chairperson

The Chairperson of the National Commission for Civic Education (NCCE), Kathleen Addy, has lamented the lack of adequate resources, which she says is preventing the Commission from delivering on its mandate as expected.

She explained that the Commission is required to travel to remote areas to carry out sensitization exercises but is unable to do so due to insufficient logistics.

Speaking at a media engagement on August 27, 2026, Kathleen Addy highlighted some of the resources urgently needed to enhance their operations.

“We must be able to do it, but we can’t. It’s not because we don’t want to, you understand? The things we require resources for are many. Others who don’t face the same resource constraints may think you can just do this, but you can’t. You have to buy fuel, you must have a motorbike to go into remote regions, you must have a bicycle, you must be able to afford to pay the ferry to cross water to reach a neglected community. The resource aspect is very important,” she said.

The NCCE Chairperson further indicated that resource support could also come in the form of ideas for designing programs that promote civic education in schools, as well as the provision of data collection equipment.

“Resources are not just about money. That’s the other thing. We can use people’s ideas. If you’re in a community and there’s a school nearby that needs a patron, you can volunteer for our civic education club. It doesn’t take much. You give them a little support, they design their programs, and you help keep the group active. Even that is a great resource for us.

"We aspire to build libraries and develop digital interventions that bring civic ideas to people wherever they are. You could help us with equipment we use to collect data, like tablets. So when we say resources, it doesn’t always mean raw cash. Support can come in many forms,” she added.
