The seat of the presidency, the Jubilee House
Former presidential aspirant of the National Democratic Congress (NDC), Stephen Atubiga, has made allegations of maltreatment of some NDC footsoldiers employed at the Jubilee House.
According to Atubiga, who is now the founder and leader of the National Liberation Congress (NLC), some party members employed at the Presidency are being subjected to what he describes as inhumane treatment.
In a Facebook post on September 9, 2026, he cautioned Colonel Abdulie and his deputy, Lieutenant Adonteng, who are responsible for security at the Presidency, to address the concerns raised by the affected workers.
“Col Abdulie and your Deputy, Lt Adonteng, please sit up.
“The 158 NDC footsoldiers and grassroots National Security operatives posted at the Presidency are very hungry and angry. There are serious allegations of inhumane treatment against your office,” he wrote.
Atubiga alleged that some of the operatives were being dismissed arbitrarily, with their identification cards allegedly confiscated over minor issues.
He claimed that some of the workers are allegedly asked to surrender their ID cards and go home, with the assurance that they would be called back.
“They complain that even when you meet them in the lobby or corridors returning from the washroom, you just say, bring your card and go home. Some comrades have been home hungry for over three months now,” he alleged.
Atubiga also raised concerns about the remuneration and welfare of the operatives.
“At the seat of government, where security officers must be well fed and well paid, I am surprised to hear they are only given GH¢1,000. Even with the Chief of Staff supporting them with an additional GH¢1,200.00, the total take-home of GH¢2,200 is too small, especially for those with wives and children,” he alleged.
He called on the authorities to seek improved remuneration for the affected employees, arguing that their current income is inadequate to meet their basic needs.
“Ask the President for more money for our boys and girls. We are ready to support your call for more money for our comrades. GH¢2,200 monthly take-home can't even take care of a call girl's food, hotel and goodbye expenses, talking of a husband taking such home. How?” he wrote.
The NLC leader further alleged that the affected operatives have not been adequately engaged by the authorities to discuss their concerns and welfare.
“You have not met all of them to listen to their problems or welfare. That is why some are unable to report to work for days due to lack of transport fare,” he claimed.
Atubiga described the allegations of mistreatment of the NDC grassroots operatives as unacceptable, while stressing that the claims should be investigated if they are found to be true.
“The allegations of bad treatment of our 150 comrades is unacceptable, if true. You should support them to get their full pay. Party grassroots footsoldiers cannot work on an empty stomach,” he said.

He added that he would, for now, keep some of the allegations of inhumane treatment internal. According to Atubiga, the affected workers have also complained that no adequate arrangements have been made for them to interact with or be introduced to leadership at the Presidency.
He alleged that their interactions with some officials are often limited to requests for identification.
“Immediately you see them, it is, ‘Come, what is your name? Who are you? Let me see your card?’” he wrote.
Atubiga has therefore urged the authorities at the Presidency to engage the affected operatives, address their welfare concerns and ensure that they receive adequate remuneration and fair treatment.
