People truly don't know the history. It was truly established by Dr Busia in 1970 and was called National Service Corps. Col Acheampong changed its name to National Service Scheme in 1973
Act 329 of 1970, the National Service Corps Act, was assented to on 2 July 1970 under Busia.
Nobody is denying that the NSS was set up in 1973. The point is that Busia's government passed a National Service Corps law three years earlier. Both facts are true.

Whether the Corps worked is a separate question. A 1973 Daily Graphic column said it never got off the ground. Starting something and succeeding at it are different things, and I'm only making the first claim.

And not even surprising. Military regimes will rename things to create the impression that they brought it and that they must be credited with that policy
Timeline: 1970 Busia passes the National Service Corps Act. 1972 the NRC dissolves it. 1973 the NRC creates the NSS through NRCD 208. 1980 Act 426 repeals NRCD 208. Each step is documented.
